Add transformers_version to config.json.

Without it, loading the tokenizer offline or from a local path logs a spurious warning that the tokenizer has an "incorrect regex pattern" and should be loaded with fix_mistral_regex=True. Transformers can only rule out an old Mistral tokenizer when the config names a version ≥ 5.0.0.

The key is metadata only, so this is safe to merge before Transformers 5.20 is released:

Transformers does not compare it with the installed version; transformers 5.19.0.dev0 loads and serves this config without warnings.
Neither vLLM 0.29 nor current vLLM main reads it.
The aleph-alpha-inference plugin does not read it.
